The first meeting of the Natrona County School District (NCSD) Compact Issues Committee (CIC) for the 2014-2015 Academic year was held on February 4th, 2015. CIC is a collaborative group comprised of employee association representatives (Natrona County Education Association (NCEA), Natrona County Association of Educational Support Staff, and Services Employees Independent Organization (SEIO), district leadership (Natrona County Association of School Executives (NCASE) and Cabinet, and the NCSD Board of Trustees.
CIC works on behalf of district employees and keeps in mind employee interests while utilizing the Interest Based Agreement Process. The intention of this meeting is to begin work in preparation for the annual April meeting while address topics that began in the previous school year.
The agenda included a brief legislative update from Superintendent Steve Hopkins who shared with the committee initial reports show a flat funding model for the upcoming year. Increase in funding will be directly proportional to higher student numbers and the vast majority of new dollars will be utilized towards hiring new teachers in response to increased student growth. It was noted, due to the flat funding model, special budget requests and new programming will undergo extensive and careful consideration, as funding will not be readily available. Superintendent Hopkins emphasized NCSD is in a good position financially and if a new initiative is deemed to be a high priority a reallocation of funds will need to be explored.
In addition, updates were provided in regards to the continued committee work of the Comp Ad Hoc Committee and the Collaboration Problem Solvers Ad Hoc committee.
In other news, the committee had continued discussion related to work agreement language. These discussions will continue in April.
In closing out the meeting a market study process update was provided by NCSD Human Resources to provide a base for the upcoming CIC work on salaries and benefits during the April meeting.
The Compact Issues Committee will meet again April 14-16th, 2015 in the Jefferson Room at Central Services.
