Budget Development Process
Spring marks the busy, yet quick moving process of putting together a budget for the next fiscal year, which begins July 1. The Board Budget Development Committee plays a role in the approval of the budget by reviewing the details of the Superintendent’s Conceptual Budget and making any adjustments before it goes on to the full board with the final draft.
Some key dates ahead for the budget are:
March 24, 25, 26 – Compact Issues Committee meets to make Salary & Benefits recommendation to the Superintendent
March 26 – deadline to submit items for budgeting
April 7 &8 – Conceptual Budget is presented to Board Budget Committee
July 16 – Board holds Budget hearing and votes on final budget
At the time of the meeting, Superintendent Hopkins reported that the House and Senate had finished their versions of budget bill to head to a Conference Committee of House and Senate.
The Joint Appropriations Committee (JAC) had allocated increases to the ECA with a 1% increase during 2014-15 and an additional 2% for 2015-16. Without an adjustment to the ECA over the past five years, the House left the JAC’s recommendation as is. The Senate kept the 14-15 year at 1%, but reduced the second year to 0. Recalibration of the funding model is expected in the next 12 months.
Review Prior Years Budget Requests
Dr. Mark Mathern provided a review of 99 budget items that have been under consideration or studied. The report represents nine years of work and programs.
Each program was placed in one of three categories: discontinue, continue, or operationalize. Dr. Mathern explained this helps determine if a program is meeting its objective, if any changes need to be made, and if it should continue.
Budget Development Committee meets again on April 7 and 8 to review the Superintendent’s Conceptual Budget.
