Review of Salary and Benefits Set

Purpose: To assess unresolved issues brought forward by individual stakeholders or stakeholder groups, assign those issues to appropriate individuals or groups for consideration and establish tentative agendas for the Compact Issues Committee.

March Dates Set for CIC

Several factors are considered when setting dates for the annual Compact Issues Committee meeting to work through the Salary and Benefits package for the upcoming year.  The meeting is traditionally held in March to allow enough time for inclusion in the Superintendent’s Conceptual Budget.  In order to plan for staffing for the upcoming year, that budget has to be reviewed by the board before the end of April. In addition, because the Legislative session could have impacts on salaries and benefits, CIC’s annual meeting is generally held after the session has come to a close so that any impacts can be discussed.

After consideration of all of these factors, the Compact Leader Group set March 24, 25, and 26, 2014, as the dates for the Salary and Benefits package.  The meetings will take place from 8 a.m. – 4 p.m. each day.

Additional CIC Meetings Scheduled

To help work through some issues unrelated to Salaries and Benefits, Leader Group felt it beneficial to set additional meeting times for CIC.

To address possible work agreement language changes and training issues, CIC will meet on Dec. 2, 2013, from 8 a.m. – 4 p.m.

For the annual review of the Compact and begin discussion options for salary and benefits, CIC will meet on Jan. 27, 2014, from 8 a.m. to 4 p.m.

Facilitators Chosen for CIC Meetings

According to the Compact, outside facilitators must be utilized when CIC meets as a whole group. It is up to Leader Group to choose who those facilitators will be. For the upcoming meetings, Jermitt Krage and Randy Zila were chosen. Both are with the Collaborative Leadership Group and are members of the National Association of Educational Negotiators (NAEN). Mr. Krage hails from Wisconsin with a background in education on the teacher level. Mr. Zila is from Colorado and will provide the administrative perspective.

Other Issues

Doreen McGlade expressed that there seems to be no progress on training for CIC. Leader Group agreed this is an issue that needs addressed and is putting it before Compact Steering Committee to make a decision in November about CIC training so that training can take place beginning at CIC’s meeting in early December.

Compact Leader Group meets again November 18, 2013 at 11 a.m.
